Parsons Signs MoU with Startup Wise Guys to Drive Technological Innovation in Saudi Arabia

Riyadh, Saudi Arabia – November 11, 2025 – Parsons Corporation (NYSE: PSN) announced during the Construction Technology Festival in Riyadh the signing of a Memorandum of Understanding (MoU) with the Saudi company Startup Wise Guys. This agreement aims to create pilot opportunities and develop a shared working environment for Parsons in the Kingdom.

Parsons has successfully integrated a range of emerging technologies into large-scale projects. Through this MoU, Startup Wise Guys will become one of Parsons’ official partners for proof-of-concept initiatives under the NeoCity Program, launched in 2024 to support the growth of startups specializing in construction technologies in Saudi Arabia. The program is supported by government entities, including the General Real Estate Authority and the National Technology Development Program, an initiative under the Ministry of Communications and Information Technology.

Martin Boson, Senior Vice President and General Manager of Parsons in Saudi Arabia, stated:

“Parsons is proud to support the development of the business ecosystem in Saudi Arabia. This MoU with Startup Wise Guys aligns with our commitment to fostering sustainable and advanced solutions that drive innovation. What distinguishes Parsons is our ability to identify, test, and scale emerging technologies effectively, including seamless integration with artificial intelligence, enabling unprecedented efficiency in project management. By combining global best practices with local innovation, Parsons continues to deliver cutting-edge solutions that create lasting value.”

Aya Zghnin, Managing Partner at Startup Wise Guys, commented:

“Through the NeoCity Program, Startup Wise Guys is proud to collaborate with Parsons to accelerate innovation at the intersection of technology and the built environment. Together, we aim to drive the adoption of solutions that enhance productivity, efficiency, and sustainability across Saudi Arabia’s real estate and infrastructure sectors. Combining Parsons’ deep engineering expertise with NeoCity’s global startup network will help transform how cities are designed, built, and managed — fully aligned with Saudi Vision 2030’s ambition to create smarter, more connected, and sustainable urban communities for future generations.”

As a global leader in artificial intelligence, Parsons continues to leverage AI-driven innovations to streamline operational workflows, improve design accuracy, and significantly reduce project timelines. Currently, 92% of Parsons’ projects across Europe, the Middle East, and Africa utilize three or more digital workflows for quality, safety, and supervision, generating long-term value for clients.

For instance, in 2025, Parsons deployed OpenSpace, an AI-powered technology, in partnership with SEKTOR.build, across 111 projects—covering more than 5 million square meters of site conditions. Analysis of this data, shared through Parsons’ digital supervision ecosystem, revealed immediate and measurable impact:

  • A 30% increase in inspection activities per engineer per week.

  • 24-hour turnaround for quality reports.

  • Four hours saved daily in administrative work per engineer.

With an 80-year global legacy and a deep-rooted presence in Saudi Arabia since 1958, Parsons is recognized by Engineering News-Record (ENR) as the world’s leading program management firm. Operating across Europe, the Middle East, and Africa with a team of over 7,000 professionals, the company brings extensive expertise in smart mobility, asset management, urban planning, destination development, landscape architecture, and the protection of critical infrastructure.

Building on its rich heritage of delivering innovative infrastructure solutions, Parsons continues to play a pivotal role in supporting Saudi Arabia’s Vision 2030 National Transformation Program, contributing to the growth of the digital economy and establishing the Kingdom as a diversified, innovative, and globally competitive nation.
