Bahrain Launches “Hope Network” Guide for Best Practices in Youth Empowerment

● Minister of Youth Affairs: Hope Network is a global coalition that believes in the power and importance of instilling hope in young people.
● Call for countries and organizations to join this coalition to enhance youth engagement in shaping the future.

United Arab Emirates, February 13, 2025: Her Excellency Mrs. Rawan bint Najeeb Tawfeeqi, Minister of Youth Affairs of the Kingdom of Bahrain, announced the launch of the “Hope Network” Guide for Best Practices in Youth Empowerment. The announcement was made during a press conference held as part of the World Government Summit 2025, which took place in Dubai over three days and concluded today.

The launch ceremony was attended by His Excellency Dr. Sultan Al Neyadi, Minister of State for Youth Affairs in the United Arab Emirates and Vice President of the Arab Youth Center; His Excellency Mr. Abdullah bin Adel Fakhro, Minister of Industry and Commerce in Bahrain; Her Excellency Sheikha Deena Al Khalifa; His Excellency Sheikh Duaij bin Salman bin Duaij Al Khalifa, President of Bahrain’s Civil Service Bureau; His Excellency Khalid Ibrahim Al Hamidan, Governor of the Central Bank of Bahrain; His Excellency Hamad Sayah Al Mazrouei, CEO of Abu Dhabi Global Market; Mr. Mohammed Masleh, Technical Advisor to the Minister of Entrepreneurship and Empowerment in Palestine; and Dr. Ibrahim Shakhanbeh, Assistant Secretary-General for Governorates and Youth Cities Affairs at the Ministry of Youth in Jordan.

Her Excellency the Bahraini Minister of Youth Affairs emphasized that the Hope Network for Global Youth Competitiveness, launched by the Kingdom of Bahrain in November last year, stands as one of Bahrain’s prominent international initiatives. It unites countries that believe in the power and significance of instilling hope in young people. She affirmed that the initiative aligns with the vision of His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, and is supported by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister. It reflects Bahrain’s commitment to its international role in youth empowerment, further cementing the Kingdom’s active involvement in fostering youth development and strengthening international cooperation to create an optimal environment for youth empowerment.

Her Excellency highlighted the role of His Highness Sheikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Supreme Council for Youth and Sports, in launching the Hope Network as a powerful tool to open new horizons for decision-makers in the field of youth empowerment. This initiative also reaffirms His Highness’s commitment to enhancing joint youth work on the international stage.

She stated:
“The launch of the Hope Network Guide for Best Practices in Youth Empowerment marks a key step toward boosting global efforts and reinforces the network’s significance in empowering youth. The guide presents practical solutions based on successful experiences and highlights them. We stress the importance of joining the Hope Network as it serves as a unique platform for governments and institutions to coordinate efforts and strengthen the role of youth in the development journey. In Bahrain, we take pride in continuing to support such initiatives that create a lasting positive impact on global youth. The guide features 28 successful youth empowerment practices from 13 member states.”

Her Excellency extended an invitation to countries and international organizations to join the Hope Network, stating:
“The Kingdom of Bahrain renews its call to ministries, government institutions, and international organizations concerned with youth affairs to join the Hope Network. This Bahrain-born initiative carries a global impact and was established to promote international cooperation in youth-related matters.”

His Excellency Dr. Sultan Al Neyadi, Minister of State for Youth Affairs in the United Arab Emirates, commented:
“Youth empowerment is not merely about providing opportunities. It requires knowledge exchange and the application of best practices to ensure the sustainability of empowerment. The launch of this guide provides governments and decision-makers with practical tools to support and motivate young people to contribute effectively to their societies. It also opens broader international avenues for experience exchange and building a more prosperous and sustainable future.”
