The UAE Ministry of Finance announced the signing of a multilateral competent authority agreement on the automatic exchange of information under the Crypto-Asset Reporting Framework (CARF). This comes after the ministry’s announcement in November last year of its intention to adopt the global framework.

Public Consultation and Stakeholder Participation
The Ministry of Finance has invited all relevant stakeholders to take part in the public consultation, including:

Traders, custodians, and crypto-asset exchanges.
Stakeholders are encouraged to share their insights and feedback on the potential impact of CARF and areas requiring further clarification.
The consultation window opened on 15 September 2025 and will run until 8 November 2025, via the ministry’s dedicated platform. The goal is to develop clear and effective regulatory rules that reflect market needs.
